Both are pretty busy, but like Susan said, the week between Christmas and New Years is the busiest. The week just after Thanksgiving will probably be the least busy time to go. Keep in mind that the parks will begin getting ready for the Christmas holiday in early November. Most of the decorations will go up right after Halloween, and the Christmas parties will start running then too. If you are just looking to see the decorations and are not constrained by school breaks, I would avoid going the week after Christmas so you don't have to deal with the massive crowds. I would say Christmas. I've been at the parks the Monday before Thanksgiving and the Tuesday after and, on both occasions, the crowds have been pretty low. Trust me, if Christmas falls on a Thursday (to compare like with like) the Tuesday after would be absolutely nuts, as the crowds are insane from Christmas Day until New Year's Eve. We've found that the crowds build very quickly from whenever the weekend before Christmas falls. Usually, up until that point, it's pretty quiet, but then it gets busier and busier, topping out from Christmas Day onwards. That's why we usually go up until Christmas and then head out the day after. This past year I spent the week before Thanksgiving and the week before Christmas. the week before Christmas was busier, but the crowds started building both weeks as I got closer to the Holiday. I would probably never consider going the week between Christmas and New Year's. It is the most expensive time to visit Disney as well as the most crowded!
